I want to redirect the outgo connection to port 80 to another port, such a
port listen by my program?

You can use LSP if you want to check content of traffic

LSP may introduce may problem to the application, it is very difficulty to
implement a LSP compatibly to variou application. so redirect outgo
connection is a feasible method.
